The Ministry of Home Affairs (MHA) today amended the transaction of business rules of the Government of the Union Territory of Jammu and Kashmir, as per the Rules of 2019.

According to the amendments issued by the MHA, proposals concerning the transfer of administrative secretaries and cadre posts of All India Service (AIS) officers must now be submitted to the Lieutenant Governor of J&K by the Administrative Secretary of the General Administration Department through the Chief Secretary.

The notification issued by the MHA states, "No proposal which requires previous concurrence of the Finance Department with regard to 'Police', 'Public Order', 'All India Service', and 'Anti-Corruption Bureau' to exercise the discretion of the Lieutenant Governor under the Act shall be concurred or rejected unless it has been placed before the Lieutenant Governor through the Chief Secretary."

Furthermore, the Department of Law, Justice, and Parliamentary Affairs will now submit proposals for the appointment of the Advocate-General and other law officers assisting the Advocate-General in court proceedings for approval to the Lieutenant Governor through the Chief Secretary and the Chief Minister.

The amendments also stipulate that proposals regarding prisons, the Directorate of Prosecution, and the Forensic Science Laboratory should be submitted to the Lieutenant Governor by the Administrative Secretary of the Home Department through the Chief Secretary.

These amendments mark a significant restructuring in the decision-making process of the J&K government, aimed at streamlining administrative procedures and enhancing governance efficiency.
